If it was the 'STEMA BARGE' that the 'SAGA SEA' collided with,which is owned by the Netherlands based Towage specialist Multraship, I think I remember the same barge was in big trouble back in November 2008 when it parted company with its tug 'Hellas'(IMO 7419690)while inbound to Eemshaven with a cargo of 24,000 tons of rock. There after which a huge salvage operation  put into action.

Not quite correct! . . . The Forward Mooring Gang were wearing Safety Helmets.

It would appear by this recorded track that Atlantic Tramp has breached Rule 15 of COLREGS,unless there is good reason that the vessel was unable to alter course to starboard.

Yes I agree with Fegal that Capt Ted's sarcastic comment towards ChasB46 was completly uncalled for and unfair,and yes we are all fully aware that Capt Ted has been Master for over 30 years . . . we are frequently reminded of it.

 Frederico.
           Ok fine but i don't understand why your previous post suggested that 'A vessel not under command' could mean that the vessel is just 'waiting for orders' or buying time to arrive at a pilot station on time.
           May be its me not understanding the Colregs correctly after 40 years of sea service.
          Perhaps I need to go back to Nautical College again . .LOL.

  Frederico.

  Without sounding official just a slight correction to your understanding of the Term 'Vessel not under Command' . . .It is not for the purpose of stopping engines to adjust the vessels ETA to the Pilot Station. It is a recognised defination of rule 3(f&g) of The International Regulations for Preventing Collisions at Sea set out by the IMO.

 RULE 3 (F) States 'Vessel Not Under Command' means a vessel which
            through some exceptional circumctances is unable to
            manoeuvre as required by these rules and is therefore
            unable to keep out of the way of another vessel .

        (G) The term 'Vessel restricted in her ability to manoeuvre'
            means a vessel which from the nature of her work is
            restricted in her ability to manoeuvre as required by
            these Rules and therefore unable to keep out of the
            way of another vessel.

            In such a case the vessel should show a visual signal
            of displaying two black balls during daylight and at
            night show two all-round red lights and when making
            way through the water,sidelights and sternlight should be
            visible (vessels under 12m do not have to comply)

I am pleased to say that the Arklow Ruler is now under tow by the ahv Union Boxer and enroute to Plymouth, all crew where never in any danger as the Salcombe Lifeboat (only 4 miles away) were never called out and a sister ship was standing by.
 I am sorry that some members may feel that on reporting this under 'Shipping News and Information'and has caused any due stress & worry to friends and relations on shore. This was never intended.
   I will add that this was reported on local radio news this morning.

At 0800 Belgium AHT 'Union Boxer' imo 9537537 (enroute Zeebrugge to Luanda Angola)still standing by. Arklow Field now continued on passage.

Arklow Ruler imo 9344502 en route Felixstowe to Newport is in difficult postion at 2350 15/12/13 stopped for some hours in Position 2.9 miles SW Bolt Head (Salcombe) with SW Wind of approx 30 knots on a weather shore. (now showing at anchor)
Arklow Field imo 9527673 from Drogheda to Ipswich has now altered course and is now standing by 1.2 miles from Arklow Ruler.

Seine Bay is looking good  . . .AIS showing around 25 ships sheltering including the cruise ship Adventure of the Seas.

The 'Scuderia' was successfully refloated today with the assistance of the small tug
'MTS Vulcan2' . . It is thought that the 'Scuderia' will be towed to Falmouth for repair,

Looking at the vessels track (the last two hours before grounding 325degress to 328 degrees at nearly 9 knots and that speed at bottoming probably on 'Auto pilot') from her home port of Roscoff it does look like another case of Watchkeeper 'nodding off'
