This is not at Murmansk but the Russian cruiser "Murmansk" near Hammerfest in Norway.
The vessel was towed to scrapyard in India in the 1990's but stranded on the Norwegian coast.
Because of radio-active pollution, they are now covering the hulk in rocks.
