Anyway, according to German criminal law a heavy shock can be treated as bodily injury.
Bodily injury by negligence implies that a person was abused physically and/or that this person's health was damaged. (Looked this up on the internet and hope the translation is comprehensible...)

Rick, you're absolutely right. At the moment authorities are quite careful. Strong winds here lately and even some feeders get tug assistance during arrival, departure and terminal hopping - the big ones anyway since the accident.
