Husni, your local Port Authority should be able to provide you with information on the subject matter. Some ports in FE has implemented voluntary use of low sulphur, and as an incentive, ports offer lower port fees to vessels using LS oil. But for example Hong Kong (HK) requires LS (with 0.5% limit) oil to be used when alongside, and not whilst manouvering in and out of port.
Keep in mind that Low Sulphur (LS) oils does not necessarily mean gas oil or diesel oil, also low sulphur heavy fuel oil can be purchased (at a premium cost) around in the world, but I belive majority of owners prefer MGO / MDO.
Low sulphur may mean 0.5% suplhur or 0.1% sulphur (currently in force in ECA in Europe) and 0.1% is the global goal that IMO is aiming for in 2020. Once again, check with your local Port Authorities what, if any, limits they have imposed...mandatory or voluntary.
If vessels are running with exhaust scrubbers, they avoid this issue all toghether.
