I couldn't make up my mind if this was some sort of low tech anti-piracy measure or they had just washed the wires and were hanging them out to dry!

No doubt an anti-piracy measure. Since it's copper wiring, it wouldn't surprise me if it can be electrically charged.

PIRATES TEND TO TRY TO BOARD BY THE STERN, MOST PROBABLY BECAUSE THERE ARE USUSALLY LOWER OPENINGS IN THE BULWAK AND AN AREA WHERE A LOT DO NOT EXPECT THEM BECAUSE OF THE WATER FROM
THE PROPELLER WHEN UNDER WAY. HOWEVER I DOUBT VERY MUCH THAT ONE CAN PUT ELECTICITY THROUGH IT, IT WILL TOUCH SOMEWHERE THE HULL AND A SHORT CIRCUIT IS PROGRAMMED,, BUT SEEING A PIRATE HANGING THERE AND GETTING FRIED IS A ENTICING THOUGHT !!!!
NOW!!!,,,if we could get rid of the sailors,,how safe shipping would be !!!!!!!!

I believe it could be  Razor Wire very similiar to Barbed wire, instead of barbs they are like the old Razor Blades attached to the wire.  pretty common around prisons in the US and buildings in the tough Neighbour Hoods. Just a guess.

Like Capt Ted, I don't think there's any chance of electrifying the wire because of the way it is allowed to slap against the hull.
Also, as the ship passed within 100 metres from me when leaving the dock an hour before that photo was taken, I was able to see it is apparently plain wire, not razor or barbed varieties.
I guess the idea is to cause anyone trying to board a great deal of difficulty as they would have to struggle through the wire or cut it.
If you look very closely, you can also see they have nets hanging within the mooring deck area. I am sure they don't intend going fishing so perhaps they are part of the precautions.
The ship is due to go through the Indian Ocean; its first port of call after Southampton was to be Jeddah and from there to the Far East.
What was remarkable about it was that although quite a lot of ships leave Southampton for the same route, I have never seen this sort of thing on any other ship.

Two sistervessels, both built in China, now in regulare service between Finland and Spain, the wire is still installed.
About 20 m above the water.

Its razor wire, to try and prevent pirates, most ships remove it when not in pirate areas, as you can imagine its a pain to fit the coils, so it looks like they have just removed the coils from the areas in way of the fairleads.
