The only way that something is done when for example UK declares vessels in that trade will not allowed entry in UK ports anymore when two watch officers beside the Master are not aboard. I did this trade in 83/84 and again in 97-98 and it is a fact that with two officers the ships can not be handled safely all the time.
But it is all about money and money runs the show.
