The mentioned 795 BLIED 1929 is in fact 795 B LIED 1929, LIED is the town Leiden in the Netherlands, 1929 the year the vessel was built.
Archive of the “Scheepsmetingsdienst” shows for this registration: NIEUWE ZORG, built 1929 by yard H. Haring at Boskoop, 21.05 x 4.15 m.
Because Boskoop is close to Leiden, Leiden was the district for measurement of the vessel.
