Important stand by IMO at the Doha Climate change conference

IMO is presenting a paper in Qatar on the new greenhouse effect gases - GHG- standards to be imposed on the shipping industry worldwide from January, 2013:

Those measures will include:
- a new chapter 4 to Annex VI on Regulations on energy efficiency for ships to make mandatory the Energy Efficiency Design Index (EEDI), for new ships,
- and the Ship Energy Efficiency Management Plan (SEEMP) for all ships.

and again more paper fill in stuff and more certificates to be issued and all for virtually no effect.
What falls under SEEMP,,,switching off lights in rooms on a veesel which is not in use or empty ?  Going eco speed ? Using more clean fuels ? In prinzip all more work and more headache for ships crews and no effect otherwise
NOW!!!,,,if we could get rid of the sailors,,how safe shipping would be !!!!!!!!

It is controversial up to now, how limit values for greenhouse gas issues by ships - covered to SEEMP - can be developed. Till present the IMO has reached no consensus!

Exctract from "REDUCTION OF GHG EMISSIONS FROM SHIPS"
"...However, it appears that additional tasks would be required to be undertaken by Port State Control Officers (PSCOs) during inspections of visiting ships to verify that they are compliant with the requirements of the scheme. However, it appears likely that this will mostly involve documentation checks, for which no additional skill sets would be required..."

I agree with you Captain Ted "...and again more paper fill in stuff and more certificates to be issued...". only consulting and certification guys will benefit. In the future a master should be a lawyer, not a seafarer.
