Probably a different East Wind.  The coaster East Wind regularly plys the West coast between Seattle and the Alaskan Panhandle.

Canadian Coastguard appear to only have 2 hovercraft Mamilossa and Sipu Muin. See http://www.marinfo.gc.ca/en/anotresujet/flotte.asp . I have photographed Mamilossa and that is CFN 5305 so I guess 6498 is Sipu Muin.
Have subsequently found if you Google CCGS Sipu Muin there are videos etc. You might spot the number.
The CCG has two other hovercraft on the west Coast. Siyay and Penac. This craft might be the replacement for the Penac.

I have seen some ships when they are testing their AIS equipment, their AIS signal can be miles away from the ship making various course changes.  While all the time the ship is stationary

don't be expecting new icebreakers anytime soon.  Major cutbacks are happening in the coast guard.
