Title: Laid Up Ships
Post by: Phil English on December 03, 2008, 03:11:49 PM
With the sudden crash in the shipping markets there is now evidence of a wave of ships being formally laid up in ports around the U.K. and on the continent. So far, we have:

Southampton - ATLANTIC BRIDGE and MARGARET HILL
Tees - CALA PORTOFINO and CALA POSITANO (due shortly)
River Fal - SETUBAL (to be confirmed, but would appear to be laid up)
Tilbury  - EMARAUDE FRANCE, SPEEDONE, EGLANTINE, IPSWICH WAY and OSTEND WAY. (the last 3 to be confirmed, but they have not moved since mid-November)

Plus there is a gaggle of container feeders at Hamburg, thanks to photos posted by one of our correspondents there.

There are also reports that Zodiac are laying up a container ship at Southampton, but they are not disclosing which one. There is nothing on AIS to suggest that anything has arrived yet, but can any of our local correspondents in the Solent area confirm?

Any further news of ships arriving for lay up, please post in this thread. Thanks.

Hi Phil

Not sure about Margaret Hill strictly being laid up - I thought she was awaiting conversion to a floating LPG production/storage facility.  Interestingly, Atlantic Bridge sailed for Brazil after just a week at 101 berth.  Morning Cloud is on the list as being at Southampton until 04:2009, but no doubt if there is a sudden surge in demand for bulkers, she'll be off sooner..

The lay-up of the Costa Container vessels must be very worrying for the builders.  Stocznia Szczecińska Nowa have orders in hand for two updated versions, B170/V and also two B178/III vessels for the same company.  Bear in mind it was the cancellation of the delivery of two B591 vessels, one almost complete, from another Italian company, Lloyd Sardegna in 2002, that was instrumental in the bankruptcy of Stocznia Szczecińska in that year.   I hope Italian lightning does not strike twice at the same yard.

I'm pretty sure the Pride of Telemark is still laid up following her accident last year. All repairs I think are finished, but she never got back into service with Kystlink, who, of course, have since gone bankrupt. :-(

Allan,

Thanks for the info about the ATLANTIC BRIDGE. I hadn't realised she'd gone. As for the MARGARET HILL, yes, there is a potential plan for her to be converted, but that's still in the pipeline. In the meantime, she has struggled to find work in the spot market and has spent most of this year idle. Effectively, she is laid up.

I don't see the connection between the yard and the laying up of the two containerships. Ships are lying idle because of the current economic slump and where they are built has no bearing on this. However, Szczecin Nowa, the restructured Szczecin Shipyard, is already in dire financial difficulties and has been for some time. Along with the other main Polish yard at Gdynia, they have to pay back millions of Euros in illigal state aid. The assest of the yards will be sold off, or alternatively they face bankrupcly, but whatever happens shipbuilding is likely to end. As it is, they are struggling to complete orders which are running 1-2 years behind schedule, the owners having walked away in most instances.

Hi Phil

My point about the yard is that if CCL are laying up existing vessels, they are not likely to want new ones of the same type delivered.

Regarding the EU attitude to shipbuilding, it is quite likely that their rules regarding subsidies will kill off shipbuilding completely in both Poland and Croatia, as it prepares for EU membership.  Is that what the EU want ??   A huge rise in unemployment, and crumbling economies that will still have to be subsidised in some form by UK, Germany and France !!!

The EU has never stopped the French subsidising their inefficient airline Air France, (or their railways for that matter) or various farmers around Europe who seem to benefit from the ludicrous CAP - just what do the mandarins of the EU have against shipbuilding?

Title: Re: Laid Up Ships

Allan,

You may well be right, but because of SSN's woes, the vessels CCL has on order there will probably not be built anyway, irrespective of how well or badly the shipping markets perform. In fact CCL may be on to a good thing. They will not get the ships, but because it is SSN defaulting and not CCLs choice to cancel, they will get compensated for any downpayments made.

As for the EU, they probably realise (if they have any sense) that EU shipbuilders are unable to compete with the efficiency and productivity of Korean, Japanese and, to a lesser extent, Chinese yards, so throwing public money at a failing industry is not wise. Even with massive subsidies, Polish yards were struggling to complete orders on time.

Phil:
At two years behind schedule, Polish shipyards would seem to have improved their performance in the 20-odd years since I last visited them.
At that time, they had about a five-year lead-time but their big sales gimmick for attracting orders from the West was the guarantee to shipowners that if they ordered a ship in 1984, they'd take delivery of it in about 1989 or 1990, but at 1984 prices. It was a case of "anything to get hard currency". In fact, so bad was Poland's hard-currency situation in the 1980s that shipowners were having to purchase western-made equipment themselves from the manufacturers and have it sent to Poland for installation in their newbuildings.
The most prominent victims of this problem at the time of my 1984 visit were the four B494 "Super Night Ferries" for Stena Line. They had been ordered in 1979, two each from the Paris Commune yard in Gdynia and the Lenin yard in Gdansk. Only two (Stena Germanica and Stena Scandinavica) were actually delivered to Stena - in 1987 and 1988. The others (which were to have been Stena Polonica and Stena Baltica) were sold off before completion an were laid up in the Polish yards until at least 1989, before being towed away for completion in Greece. One of them  - B494/04, now named Regent Sky - is still in an incomplete state in Greece, nearly 30 years after it was first ordered.

Hi Phil

That's as may be, but surely it is a government's responsibility to look after its workforce.   The closure of the yards in Poland and Croatia would cause a huge increase in unemployment (which is high anyway) - and who will have to pay for these unfortunates to survive.  Surely it is better to keep a workforce meaningfully employed by means of industry subsidies than to lay them off and and have to pay them benefits.

As for the EU realising it can not compete with Korea and China, what do we in Europe do - simply stop manufacturing anything and hand world production to the Far East.   Looking at the recent woes of the banking industry we don't even seem to be able to run 'service' industries.

Absoluetely right Bob. Polish yards have never performed well, at least in recent times. They also struggled with orders for sophisticated open-hatch bulkers placed by Gearbulk and Westwood at Gdansk and Gdynia respectively. Both sets of orders suffered long delays and only some of the Gearbulk ships were ever built. Westwood took delivery of 4 out of  8 ships ordered in 2000, but walked away from the others. Gdynia still optimistically include the final ships in their orderbook with delivery in 2011 !!
Title: Re: Laid Up Ships
Post by: Phil English on December 04, 2008, 03:57:53 PM
Allan,

That's a fair point, but if ship owners won't order ships in Europe, what can you do? Established yards in the Far East are proven to be efficient, productive and ship owners are getting good value for money. Many ship owners simply refuse to take the risk and order anywhere else. Sure, there are areas where European yards do have the edge over their Far-Eastern counterparts, notably in the building of cruise ships and ferries. Unfortunately, I can't see the European shipbuilding industry doing anything other than falling further and further behind their rivals, especially as Far Eastern yards are sitting on huge orderbooks stretching 4-5 years ahead and in no rush to take on new contracts in the current uncertain climate. On the other hand, European yards, who managed to take advantage of the shipbuilding boom and snatch orders away from the far east by offering earlier delivery slots are now nervously looking ahead.

The 149,513dwt Bulk Carrier Waterford is due alongside 101 berth in Southampton tomorrow. I would assume this will be a short lay-up as there are still a couple cruise ships scheduled to use the berth before christmas.

This will mean there are two Zodiac managed bulk carriers laid up at Southampton.

A week is a long time in politics, they say. And so it is, too, in shipping.
This time a fortnight ago I would have been prophesying that we could be seeing a huge number of (especially older) containerships being put into lay-up, not just because of the down-turn in just-about every type of shipping you can think of but also because the bottom had fallen out of the scrap-steel market.

Hold on to your hat Bob. Ship demolition prices are extremely volatile and can fluctuate considerably week on week. The supply of tonnage and local steel plate prices have a huge effect and just because prices have improved this week doesn't mean that they will continue to improve. It's a messy situation for sellers who comnitted ships at, say, $300/ldt 3 weeks ago then finding that upon delivery today buyers are reneging on deals because the demo prices and steel plate prices have suddenly dropped. Classic case is the VLCC A Elephant which was comitted in August for $750+ per ldt, failed, was recomitted at around $700/ldt, but when the vessel arrived at Chittagong, prices had dropped so much that the buyers tried to renegotiate. The sellers obviously decided that thay didn't want to receive some $300/ldt less than what was agreed, so they promptly decided to refix the vessel for trade. Then the buyers had the ship arrested......

Another Bulk Carrier due at Southampton. 35287dwt Broadgate due to 47 berth on the 9th December. I would strongly assume this is for lay-up

With the Margaret Hill, Morning Cloud and Waterford alongside we will have 4 large vessels laid-up in Southampton.

Can any of the more experienced members comment on how this compares to the situation in the 80's?? I can just about recall the Burmah Endeavour being alongside for a few years, but was there much else laid up in Southampton, or any other UK ports?

As well as Voyager II in KG dock there is Defiant II in Alexander dock since 15th November. These are probably not technically laid up. Voyager is listed on the Humber Shipping movements as 'under arrest', having presumably transgressed some technical or engineering item, and a link to a previous post suggests that the owners of both are in administration. Given that the average administrator probably does not know much about operating bulkers, we could well see them there for a while yet!

It seems they have been failed by a Government which has not fully supported a  greater use of the environmentally friendly water option for transportation of freight. It is a sad day when such a long established company stops trading and it can only be hoped that the fleet will remain trading around the coast if sold.

The 'Investigator' (8020795) is currently docked in Hartlepool and is not due to depart until the 31/01/2009. Here operation is stated as 'Lay-by' which is what the two Tees layups also have down. You can see whats berthed on the Tees by clicking, here. (http://www.thpal.co.uk/shippingreports/SR-02-ShipsInPort.asp)

It is possible it may soon be swinging back the other way.
It was recently reported that the Chinese have resumed iron ore imports and last week both Rio Tinto and BHP chartered 11 Capesize bulkers each.
Meanwhile there has been a couple more charters for Brazilian iron ore for China.
Who knows, it may soon buck up again.

I am wondering if the vehicle carrier Sierra Nevada Highway is joining the list.
At the moment, she is at anchor in the Nab anchorage, showing the Nab as destination and she is not on the Southampton VTS movements schedules.
I don't think I have ever seen a vehicle carrier at the anchorages in this area before; they usually run a pretty tight "in and out as quick as you like" schedule here.

Singapore could be the place to visit soon. They are preparing to receive up to 40 containerships for lay-up over the next few months as the majors start returning chartered tonnage to owners, with no prospect of immediate work for these vessels. Majors, such as Maersk, are intending to operate with their own vessels on much reduced schedules, until things get better. Even so, Maersk have indicated that they may also lay-up some of their owned vessels, perhaps for a month at a time on a rolling basis, to take capacity out of the market, but have it available if there is any increase in volumes or rates.

MSC are in a slightly better position than some, as they operate some older tonnage, and these vessels could be scrapped rather than laid up, realising cash instead of costing money.

China is still predicted to take 40m more tonnes of iron ore in 2009 than 2008 so there's a bit of hope for the bulker market.

Does METHANIA count as laid up? Methania is the largest and apparently oldest ship on the Belgian register, and for some reason is on Greenpeace's list of ships to watch, probably because they think she is in danger of imminent scrapping. She spent most of the summer moored off Falmouth, before being recalled to Zebrugge, and reloaded with LNG. This was, according to the Times newspaper, intended to be part of a bizarre trade, where gas imported from the Gulf to Europe, is subsequently re-exported to places as far afield as India. It seems that this trade has gone sour, and poor Methania is once again moored off Falmouth for several weeks, only this time fully loaded.

It seems if this trend continues we will soon have more crude oil and natural gas floating on top of the North Sea in storage on ships than we have underneath it !

The Falmouth ship movements site (http://www.falmouthport.co.uk/commercial/html/movement.php) shows that the Pietri Glory moved up the Fal to lay up yesterday, with the Autoline going up today, I will check tomorrow, and advise. The Palma (1983/27589; Ph) has been anchored far out in Falmouth Bay for some weeks now, she was down as going up the Fal when she first arrived, but must be hoping for work! Julian

Not sure about EXCELSIOR, I think she is laden. Earlier in the week the BP LNG British Trader (2002/93498) was in the Bay for bunkers, she arrived from the Isle of Grain, and sailed for Port of Spain, Trinidad, so at least she seems to be trading, and has a Red Ensign!

CALA PONENTE IMO: 9232656 due Blyth on the 27th December. I may be totally wrong here but as far as i'm aware this size container vessel does not normally call at Blyth, so I would assume she is in for Lay-up.

Can anyone more familiar with Blyth confirm this?

I can confirm that the Cala Portofino, Positano and Ponente were all sold by PLANTATION KEY PTE LTD in September 2008 so if she follows the same pattern as the other 2 ships then its highly likely she will go into lay up.

Ships in the Fal. The 'Autocarrier' is off Tolverne alongside the 'Windsor Castle' (ex Northern Lightship tender) Best place to photograph the two is on the beach/pontoon at Tolverne) The 'Autoline and the 'Pietri Glory' are moored stern to stern just above the King Harry Ferry; best place for photographs is from the Ferry while crossing the river. Hope to publish photos in the New Year. Will advise any further arrivals.

Received news this morning that Coastal Bulk Shipping have ceased trading due to the adverse effects of the economic downturn and poor bulk market. As mentioned in other posts most if not all of the fleet are now layed up in the Thames region. These vessels used to be regular traders on the Humber and Trent but I hadn't seen sight of any of them for some time and now the reason is all too apparent. Unfortunately I don't think they will be the only short sea operators to be put out of business by the current downturn.

Reefers PIETARI CLIFF AND PIETARI BRIGHT arrived off Falmouth this afternoon, although there is no mention of them on the current Falmouth Harbour Commissioners Shipping Movements. As PIETARI GLORY is already laid up above King Harry ferry, it doesn't take the Brain of Britain to conclude where they are going!

Addition to the Sierra Nevada Highway, anchored at the Nab Anchorage since 21 December, I see the Western Highway has now joined her at the same anchorage.
I also note Alexander Kuprin is anchored off the South West coast of the Isle of Wight "awaiting orders"

Oh dear!
It is beginning to take on the look of a family reunion off our coast here;
This morning (and since posting the last comment), Triton Highway is now "parked" about 8 miles south of Selsey Bill. It is showing Southampton as destination but it doesn't appear on the VTS schedule site.
Title: Re: Laid Up Ships
Post by: FWE on December 25, 2008, 02:42:26 PM
Does anyone know how long these car carriers can stay in the Nab area  ? I belive there is argiment that if a ship remains beyond a certain period it ceases to be "anchoring in the course of navigation" and then become moored and requires additional permission and it becomes chargeable as mooring.

It is interesting the bulk carriers RUTLAND, DAPHNE, BW ARCTIC, BERGE ATLANTIC and NORD STEEL joined on 23/12 by the oil tanker OLIVIA are not currently showing on AIS in Lyme Bay. I wonder if they are still there and if the AIS transmitters are allowed to be swithced off if idle ?

Hi FWE

Not sure about definitions of timings of anchorages, but we have had tankers at both Nab and St. Helens Anchorages for upwards of a week (not very often for that long, but often 4 days or so)

As for Kelvin's comment about Soton VTS, they havn't updated the 'ships sailed' since 22nd, so don't believe that if it is not on the list it ain't coming in.  They also gave Minerva Ellie as coming in from Salerno whilst in fact she came from Hound Point - that's the third error in a week regarding tankers ports of origin.   Difficult to understand how they can give Salerno when she clearly came in from 'up North'

Allan,
Maybe they have not been updating the "ships sailed" but they are maintaining the arrivals & departures schedules.
In fact, they are now showing the Astro Lyra as 21:50 26th.
No movement for the Triton Highway though; although the Hercules Highway is due in and out on Saturday
Title: Re: Laid Up Ships
Post by: FWE on December 26, 2008, 07:26:33 AM
Thanks for update it would be interesting to know how long they can remain at anchor outside port-limits eg in Lyme Bay or Falmouth Bay without the Crown Estate or Duchy of Cornwall etc coming along and wanting to charge the owners for mooring ?. It seems, as with cars,  that the free parking lots will fill up first. Perhaps they just have to go out and come back in again to avoid it.

In case we are not seeing the full picture, ie the situatuation may be worse than it is, it would be interesting to know if ships can lawfully switch off their AIS system when anchored as opposed to moored or laid up if anyone knows ?

The ships in Lyme Bay that you mentioned in an earlier post are still there and still transmitting AIS;
All in a fairly small area are:
BW Arctic; Rutland; Daphne; Berge Atlantic & Nord Steel
Oliva is anchored further out.
The tanker Longchamp is also anchored off Exmouth.

Title: Re: Laid Up Ships

I think the situation whereby ships can "park" anywhere around the coast they like is somewhat of a grey area. For instance the area known as MARGATE ROADS is, I've been told  open for all and only limited by size of vessel, you can "park" there even without telling anybody you are there. The last time I looked yesterday there were 16 there and not 1 appeared on the POLA list. The coastguard would not necessarily know they are there either.

ADVENTURE II and CHALLENGER II sound like two of the Britannia Bulk fleet, the parent company of which has been put into administration (see various previous posts). Although administrators sometimes try to continue trading where they can see value in it, I don't think this applies to Britannia. Expect to see the whole fleet of over 20 vessels names ending in 'II' being laid up and sold.

I am not sure if they are a "proper" part of the Britannia Bulk fleet as they both have different owners but there is a connection:
Both of these ships are managed by Svendborg Ship Management Denmark.
Britannia has 2 registered offices, one of which is at the same address as Svendborg Management

Excelsior, destination Mounts Bay anchorage; Sanko, destination Houston, ETA 30/12/08 06:00 (doesn't look like they are serious about that!).
And the tug Janus, also showing Falmouth as destination 17/12

Perhaps PIETARI BRIGHT finds it more comfortable round the corner. The Manacles rocks off the Helford are an unpleasant place to drag your anchor onto in a brisk Easterly wind.
The Falmouth movements yesterday showed her due upriver on Monday morning. Since then all Monday information has been removed, so she is probably still due then.

as of 29 Dec 2008...

on the anchorage of the port of Gdansk, Poland
the "open type" (wide hatch) bulk carrier Hamburg Way (IMO 7931832)
is anchored since 16 Dec 2008
earlier (2008.11.18 - 2008.12.16) the ship was under repairs at Remontowa shiprepair yard in Gdansk
it seems to be at least a short term laid-up until they find employment for the ship...

at Remontowa SA two mono-hull fast ferries SuperSeaCat Three (IMO 9141871) and ...Four (IMO 9141883)
seem to be laid up...
they arrived to Gdansk on 18 and 15 Oct 2008 respecdtively and they were expected to leave before the end of December...
meanwhile, probably the specification of repairs was expanded, but seemingly not enough to keep the ships that long at the yard...
both ships were at some point declared to be staying at the yard until Dec 31, and several days ago both ships were declared to be departing on 31 March 2009...

sometimes choosing a small repair company with limited resources ("shipyard without docks") and relying also on ship's crew or shipowners "flying repair squad", thus making normal repairs extremely long, may also be regarded as some kind of lay-up...
chemical tanker Anitra (IMO 8513364) is moored at one of the Dalmor company quays in the port of Gdynia, undergoing alongside repairs, already since 01.10.2008...

quays of Dalmor have been often used as lay-up berths for several ships over several recent years, including long period lay-ups (eg. 1 or 2 years), including such ships as Antarctica ( http://www.shipspotting.com/modules/myalbum/photo.php?lid=733685 ) in these periods:
2006-08-10 - 2006-10-04 - 55 days
2006-04-28 - 2006-07-18 - 81 days
2006-03-24 - 2006-08-04 - 133 days
2006-01-23 - 2006-03-07 - 43 days
2002-04-24 - 2004-03-17 - 693 days

currently (as of end of Dec 2008), the following ships seem to be laid-up at Dalmor's quays:
- Fair One (IMO    8104307) - since 24.11.2008 (quite a long period as for loading or discharging such a small coaster)...
- Alert (IMO 7404176)
2008-10-09 - 2008-11-20 - 42 days
2008-02-06 - 2008-09-21 - 228 days
it seems to be a ship from the same company as Antarctica
- Sentinel (IMO 7106877)
it also seems to be the ship of the owners of Antarctica

I do not know exactly - since when, but I think for a couple of weeks now, the geared bulkcarrier Proikonissos (IMO ) has been anchored off Baltijsk / Kaliningrad, quite long distance from shore, with "Destination: Orders" declared on AIS (I understand it waits for orders of employment)
(currently at a position of 54

Carrick Roads can be used, and has been in the past.

Still plenty of berths in the River Fal - 3 or 4 (or even 5 abreast) is achievable on the present moorings (I think a total of 15 berths - though could be wrong!)!

I understand that the Blackwater is not being used due to concerns of introducing non-native organisms from ballast water or hull growth, and the Stour due to RAMSAR status etc but do you have those problems at Falmouth ?

Just asking as it seems the Fal is an equally environmentally sensitvie area and of outstanding natural beauty. I am all for it but it is difficullt to judge if thirty of so ships anchored in our estuaries as occcured in the early 60s would be accepted now.

That's interesting about the Blackwater as I was just wondering which authority is responsible for that stretch of water. Seems like it's the Oystermen  :-(  Surely it's a tidal estuary anyway, so would be subject to the same risk of contamination as any other coastal area.

Fal River and Falmouth Bay. Pietari Cliff now moored alongside Pietari Bright, with Pietari Glory on the outside (Philleigh side) There is a good photographic spot opposite the ships on the road down to Tolverne. In Falmouth Bay the Palma is still there, as is the Autosun (2000/21094) She is straight out of drydock and is painted up in what must be new hull colours for UECC, dark Blue. Also in the bay is the Delmar; (2006/31261) And we still have the LNG carriers, Methania, with the Arctic Discoverer (2006/118571) off the Lizard, and the Excelsior (2005/93719) off Porthleven,. Also off Porthleven and showing on AIS are; Sanko Venture, (2002/39272) with the bulker Osios David 2 (1982/14330) The tug Janus is also there, and I understand a rig of some sort (anyone know about this?)

I agree especially as there are now strict enviornmental controls on shipping eg no dumping of garbage etc and as TBT ant-fouling has been discontinued.
I believe that the Blackwater can be used for anchoring  ie lay-by but there seems no clear distinction as to when anchoring becomes lay-up and mooring which can be regulated eg by the Crown Estate or their lessees

There is some interesting history on http://www.merseamuseum.org.uk/mmshipping.php

It will also be intesting to see how the commercial pressure to find places to lay-up and the apparent environmental concerns about it balance out in the end.

One or two of the container majors are laying vessels up for a single rotation rather than an extended period. That way the vessels can be classed as "laying-over" rather than laid up, and different mooring fees atc apply, and they don't have to go to the expense of lay-up procedures such as de-humidifying the acccomodation and engine room.

Some car carriers are been used as floating garages to hold stock for which there are no sales, which is why they appear to be meandering around the coast at the moment.

For those owners who are trying to continue trading, especially bulk carrier operators, there is much more anchored, awaiting orders, these vessels are not laid-up although they don't seem to move very much.

Also a few hits found by AIS sites:

The feeder LAURA ANN, which was one of the first being laid-up at Hamburg in the autumn, sailed few weeks between Southampton-Ireland, is now again in lay-up: this time in Flekkefjord, Norway. The position is quite weird, perhaps Norwegians are interested in buying that one too. (Few 168s are bought by Norwegian interests last year.)

EDIT: One of the Norwegian owned 168s, the ANDREA (ex ANDREA EHLER) is right now arriving at Flekkefjord too.

Fal today.
Adventure 2 is now moored stern to the Autocarrier at Tolverne, she was turned in Carrick Roads, and towed stern first up the river with all three Falmouth Tugs.
I would guess that this will be the same for the Challenger 2 tomorrow, one hour later.

Yes, The Adventure II is now in the River Fal, moored off Tolverne. Bit of a correction though, she was turned by the three Falmouth tugs in the deep water off Turnaware Bar, off Trelissick House - this is usual for any ship laying up facing down river. - She does look pretty good in the River Fal - Challenger II will look equally as nice I suspect. I hear there are two more ships next week.

One more vessel, although she has been laid up for a LONG time  now is the currently unwanted HSS Stena Discovery, which is still in Belfast Harland and Wolfe Shipyards, been there now for several years.

I believe you are indeed right, the Stena Discovery is laid up because the fuel costs were to expensive to keep her running.

I had a day out on the 28th December visiting the Thames & Medway, a couple of ships noted on that date are still in port firstly:-
Scot Ranger at Rochester arrived 23/12 and still in port.
Alstern at Rochester arrived frum Hull on the 30th Dec and is still in port.

Notived the Anette IMO7816135 is now moored on the buouys just astern of the Pipit and Teal which are at Dentons on the Thames, assume the Anette will go into lay up ?

Arklow Ranger at Tilbury - arrived 23/12 and is still in port.

small coaster the Gerhein G arrived in Husum on 29-11 and is still in port.

Title: Re: Laid Up Ships
Post by: Mats on January 13, 2009, 07:33:18 PM
No. Two or three weeks at berth is not enough. She may just be waiting for parts, or orders.

To qualify for this thread, at least one of the following two criteria should be satisfied, in my view:
(i) There should either be positive evidence the owners have made adecision to stop trading the vessel and opted for lay-up (e.g. statements from port authorities, confirmation from owners, or similar); or
(ii) the vessel must have been idle for at least a month at a berth or place that is not in used for trade.

Best regards

The period of a month is interesting as it has been used to argue as being about the time after which a ship that is "anchored in the course of navigation"  is deemed to be "moored".

This has implications for example if a ship is deemed to be moored then the Crown Estate or its agents here can charge mooring fees or move the ship.

If you have any clarification on this it would be interesting as I believe it has not been tested in the UK Courts ie how far the right of  "anchoring in the course of navigation" can be stretched by shipowners looking to find a free anchorage and relevant in the current downturn.

We are also seeing anchorages occupied by ships such as oil and gas tankers and car carrires that are chartered for storage purposes and while they are not laid up.Is using this right to anchor off the coast and obtaining a free ground rent for a floating warehouse be pushing things too far ?
Title: Re: Laid Up Ships
Post by: henrycourt on January 13, 2009, 10:08:01 PM
It's interesting that you mention "Crown Estate or its agents can charge mooring fees". I wonder if this applies all around th U.K. coast ?? The reason I ask is that I've been told that any vessel, subject only to size, can anchor itself in the area known as MARGATE ROADS without any restriction or without needing to tell any authority that it is there and for an unlimited time !!!
Title: Re: Laid Up Ships
Post by: FWE on January 13, 2009, 10:46:50 PM
I agree but I understand that in Margate Roads for example that is due to the right to anchor around the coast in the course of navigation. I think the problem is in determining when anchoring becomes mooring and can then be contolled. I understand they cannot charge for anchoring but can for mooring.

I believe this applies to areas outside port limits controlled by harbour authrities who may set their own rules.  The Duchy of Cornwall fulfils a similar role to the Crown Estate of that coast and they alos have various leaseholders

OIt beocmesw an interesting question as ships anchor for longer periods eitheir through lack of trade or it seems being used as floating storage. I accept that in the latter case it is not laid up but poses a similar issues.

Hi

I was interested to read definitions qualifying for this column. While Mats puts forward a version, it does not fit the title of this thread "laid up ships" - which I understand are de-activated vessels without crews and having technical modifications such as dehumidifying spaces occurring, and moored at a permanent berth.

The current phenomenon actually involves few truly laid-up vessels, most are in :hot lay-up" meaning still crewed and readiness maintained for prompt return to trade. Some ships are just idle for a round voyage, but to me fit the  criteria of this column as affected by the downturn and withdrawn from trade for a period.

Ships idle for less than a month may well then qualify for this column, as long as resulting from lack of cargo, but not as a result of mechanical issues or awaiting orders as already mentioned.

Cheers

Brent

Post by: Phil English on January 14, 2009, 09:52:11 AM
In answer to some recent questions and observations, there are essentially two types of layup.

1. Cold lay up. This is the complete shut down and 'mothballing' of the vessel with only very limited personnel about for watch keeping. Re-activation will take several weeks and will have to include surveys in order for the ship to resume trading.

2. Warm lay up. This is a temporary idling of a fully-operational vessel, with full crew and stores aboard, which can be re-activated at short notice should a cargo become available.

There is evidence that many owners are choosing the second option. As the thread starter, I believe that bother cases are worthy of note in the current climate. So please keep posting information, even if a ship is at anchor for only a few weeks.

Hi Brent, I thought Mats put forward a plausible explanation of a "laid up ship" but it seems you have a different definition !!! One begins to wonder whether there is a TRUE legal definition of a "laid up ship" or does it mean whatever anyone wants it to mean !!! All I'm trying to find out is the generally accepted definition.

Pipit and Teal have moved from Denton to Erith Reach.Martin has left Erith pontoon and has joined Swallow at Gallions Reach. The vessel did not stay at the Deep Water Anchorage in Torbay.
She did anchor in Torbay for a short period on 15th Jan 09 for the purpose of boarding Police Officers by Pilot Launch to investigate the death of the Chief Engineer while in the Bay of Biscay..there was no suspicious cicumstances and his body was landed in Brixham.....the vessel then left to unknown destination.

Are ships allowed to switch off their AIS transponders when they are anchored eg in lay-by or warm-lay-up ?. It seems that they can change some static data fields easily, apart from those of destination and eta. Is there any evidence that ships are switching them off to avoid detection ?  Does this pose any issues of marine safety and security ? There are interesting side issues to this thread. Just who is monitoring this eg is it the Coastguards and what are the penalties ?. I understand a ship will be challenged in the Dover Strait if AIS is off or data is incorrect but it seems in other places it may not. with implications for creditors now trying to arrest ships.

Fleetmate Western Highway is still up off Isle of Wight - not doing much, but Triton Highway is heading from this anchorage Southwards across the channel, but showing destination Zeebrugge, ETA 2/3/09 - perhaps she is going to go the long way to Zeebrugge?

Sierra Nevada Highway seems to be having a bit of an adventure!
She left Southampton a couple of days ago for Bremerhaven. A day later she was charging back down the Channel for Southampton; I didn't make a note of the timings but I am sure she didn't have time to get to Bremerhaven and back so must have turned round.
After 5 or 6 hours in Southampton, she set off for Baltimore and was seen heading out of the Channel yesterday.
Now, as you say, she is anchored in Lyme Bay showing destination Brixham Anchorage.
I too thought the gales may have caused her to turn back but why would they change the destination from Baltimore to Brixham if it was merely seeking shelter?
Come to that, why not seek shelter in the Falmouth area?
A couple of days ago, Triton Highway was showing Zeebrugge with an ETA 22/01/09; at this time (Sunday mid-day) she appears to be joining the eastbound channel traffic so I don't believe either the destination or the ETA (I could swim to Zeebrugge in less than 2 months!)
Incidentally, BBC radio and their web site had in interesting article yesterday about how Southampton is being affected. They quoted Honda as having 10,000 cars stockpiled at their Southampton terminal.
And they referred to the car carriers parked off the Isle of Wight.
They also said there are bulkers there which would have cost $250,000 a day to charter can not find any takers at $3,000 per day (no idea how accurate those figures may be)

I understand that if is has not been tested in a court but if they anchor in one place for more than a month they may not be able to claim that they are excercising the right of "anchoring in the course of navigation" and so may then be deemed moored and need to pay either the Crown Estate or the Duchy of Cornwall. or their leaseholders. Eg Sierra Nevada Highway had been at the Nab Anchoroge since 19/12/08 and now a month later has moved to Lyme Bay.

I am using that only for illustration of that type of movement as I have no basis to say that in that particular case it was the reason. I think it may become a feature of "warm lay-ups" to enable owners to reduce costs ie as it is similar to us parking our cars in 30 minute zones and when that time is up driving round the corner to another 30 minute zone to avoid a penalty.

Going the wrong way for Port Said/Jakarta?
Meanwhile, Triton Highway has finished making pretty patterns in the Channel and is back were she started!

Looks like 3 more bulkers heading for Torbay. 'PANORIA' 'GALINA 111' & CAPE MERCURY are all showing destinations but that seems to mean very little these days.
I would normally suspect they are due to drop North Sea Pilots at Brixham or with the bad south  westerly storms yesterday possible dropping overcarried continental River Pilots....but could they be bound for the Torbay 'box' to await orders???

Just to clarify the term "warm layup". As I understand it, the evidence of this occurring is mostly vessels coming alongside berths or mooring at port anchorages and thus incurring port costs. It could be applied to vessels at anchor elsewhere but, as far as I know, vessels swinging at anchor off port limits are usually deemed to be "awaiting orders".

Torbay & Lyme Bay Anchorages have seen a large exodus of vessels early this morning including several Bulk Carriers,Vehicle Carriers and some smaller vessels that have either sheltered or were also awaiting orders...Now only around 6 vessels remain at anchor at 1000hrs this morning.....just checked on my ais and looks like the Bulker...'Panagia' inbound from the West (although showing destination as Al Khums, Libya) is heading towards Lyme Bay..may be to embark a deep sea pilot, but my guess is anchor to await orders.

It seems to have passed unreported that a couple of large tankers have been anchored "for orders" of the Norfolk/Suffolk coast for some time.Difficult to remember when I first noticed them but I think the SKS SKEENA has been there since the end of last year. I think it was off Southwold at first but then moved to about 10 miles off Lowestoft. The FRONT CIRCASSIA is further out (maybe 20 miles from AIS) and has been there several weeks.I seem to remember there was another FRONT tanker there at one time but that has now gone.

Please don't lets get too downhearted that ships are being 'laid up' for a while due to current economic conditions. There's still plenty about. Yesterday I spent three hours ship-spotting on the Leas at Folkestone, the visibility wasn't great and you could hardly see anything in the NE Lane. I managed to identify 38 ships--20 Tankers--10 Cargo--1 Dredger--3 Large Containers--1 Bulker--2 Reefers--1 Heavylift Vessel(Heavylift Eagle) bound for Mexico at around 9k. Rgds.

Sks Skeena there since 1/1/09

Lloyds were reporting yesterday that Shell has started to move some of the oil currently being stored afloat.
I don't remember the ships involved but one load was transferred yesterday at Scapa Flow. I do remember one of the tankers involved was one of the "Front" family (not the Shanghai).
I think the piece mentioned that there is approximately 60M barrels stored off shore at the moment and they were surmising that the move by Shell may start the beginning of movement of a lot more of this stuff to refineries.
By the way, you may get your good weather tomorrow! The BBC says pretty good weather Thursday and tropical sunshine Friday!

I understand that UK Customs are now insistent that any ship laden or in ballast anchoring within the 12 mile limit (ie not just commercial port limits)  arriving from outside the UK  is required to submit to C69 customs formalities and deliver these forms to the nearest customs office within 24 hours of arrival ie dropping anchor. Is this new regime or a stricter interpretation of an old one in view of the number of idle ships that are now anchored in UK waters around the coastline ?
Title: Re: Laid Up Ships

It's all getting a bit confusing now.
Waterford is now down to leave today (12th), while Norasia Bellatrix has had a change of plan is near Cherbourg, heading for Le Havre.
If you enter Waterford into Lloyds AIS, it puts the ship's position somewhere in the middle of nowhere; 89N 179W.

Hi all

Waterford departed, ostensibly for Brazil, at 10:21, although she crept out without giving an AIS signal.

Nobleza also left Nab area (she had arrived 21 January), at 13:10 with AIS destination given as Singapore, although if previous departures are anything to go by she may well stop off in Lyme Bay...........

Andy,
Norasia Bellatrix gets stranger & stranger.
It has been shown as arriving in Southampton 16 Feb for the last couple of days.
But it is due only to go as far as the After Barn mooring buoy which is half way between the Cadland and the Hound. This is shown on charts as a mooring area but the depth is only 2.5m and the buoy itself is 280m from the edge of the channel. Norasia Bellatrix is 282m long and draws 10m, so how will that work?
Then VTS show the ship as sailing the same day from the buoy, destination "World".
Meanwhile, the ship has gone from Le Havre to Rotterdam, left Rotterdam yesterday evening and is currently (Sunday morning) approaching Bremerhaven, heading into Hamburg.
Someone is pulling someone's leg!

Kelvin,

her movements are indeed very strange, she arrived Hamburg earlier today as was watching hr on AIS, VTS nos has her showing due 101 berth sometime on 18th?

However not the only strange vessel movement, Marit Maersk arrived in Southampton from Rotterdam on friday only to sail for Hamburg? she has now left hamburg on her way to Malaga.

what on earth is going on!!

Norasia Bellatrix left Hamburg this morning, allegedly for Southampton 11:00 tomorrow.

Kelvin,

well the strange case of this vessel continues!

firstly someone better tell vts as she is not showing on arrivals for tomorrow, there have been rumours for a while that Zodiac would lay up a container vessel after he Waterford sailed so she would be heading for 101 berth for lay up as she is not on any service that calls at Southampton.

think ill keep tomorrow free should she actually decide to call!!

Is Lyme Bay about to receive another "guest"?
This morning, the tug Eurosund IMO IMO 7719698 is passing south of Selsey at a nice gentle 3 knots. Unless they are rowing, I presume this speed might indicate they are towing something. Destination is shown as Lyme Bay, 06:00 1st March.

Excuse my ignorance, but where is Southwold Anchorage? Is it off Southwold in Suffolk?
Title: Re: Laid Up Ships

Grazzer: yes; four to six (or more) miles offshore.

Yes. Southwold in Suffolk. I also understand that ship to ship transfers of oil may also take place there as occured in Lyme Bay before it was banned. However I understand that the ships off Southwold listed above are being used for the storage of oil and not for ship to ship transfers.

Looking out of my window I see Its beginning to fill up again in Lyme Bay ....There will be an additional customer for anchorage in about 2 hours time....The Box ship,...'HANJIN TIANJIN' will be a anchoring in Lyme Bay and not proceeding to her 'ais' given destination of Port Said/Suez. after dropping her North Sea Pilot.                           Brimar.

Suggest a note of caution to those who speculate on what is going on off  our coasts... particularly Southwold... Anyone who reads the local paper for the area will know the name of its political editor, and that name has suddenly appeared on here...seemingly feigning a lack of knowledge about the Southwold area. Co-incidence?

Anything concerning storage of oil offshore is a hot potato and maybe this is not the site for devious means of trying to extract info from enthusiasts so as to fabricate a potentially sensational story.   Also..if one newspaper is doing it, there are likely to be others!

As enthusiasts of any kind, we all know how the image of anybody who spots anything is portrayed in the press....seems we're useful for some purposes then....!

Perhaps the moderator would like to comment..

As data is from AIS then laden or unladen status is at first difficult to determine as this is not reported. However the fixtures of oil tankers for storage is widely reported in the shipping media.

It is not speculation on my part as claimed but fact these tankers are in effect being used for storage. I accept they are not then relevant to this particular thread ie on "laid up ships".

I share concern that enthusiasts are not unknowingly solicited by the press but at the same time feel we must beware as ship "spotters" we are not discouraged to report what we see.

Sorry FWE not particularly aiming at you... this is about misuse of our site by those with ulterior motives...or so it would appear.  AIS brings a greater knowledge of what is going on.. and it is easy to report info on a blog...but that also makes it easier for those with other motives to take advantage of it.  Perhaps we have a duty of care to our own hobby not to over do what we report...interesting question.....  no doubt many have a view on it.

A sensational article in the press alleging rustbuckets hanging around etc as we've seen before...which is the opposite of the true condition of the much vetted and regulated vessels these days,  would serve only to drive those vessels elsewhere...and we are then again the losers as enthusiasts

Cheers, Ron

This hobby is also about sharing information and the forum has developed in the last year or so from gripes about problems with the site to genuine, interesting posts containing useful information. To stop sharing information just in case others use it for malicious intent is a step too far in my opinion. We have enough pressure from those in authority to curtail our hobby for the sake of our "security" or "health and safety". OK, there is a risk, but just like being told I can't do go out onto a breakwater to photograph ships, just in case I get hurt, I don't particularly wan't to be told what information I can and can't share either, "just in case"....

FWE - Your rundown of ships both laid up and in awaiting orders / in storage was extremely useful. It's just the kind of post that this forum needs.  The fact that some of those vessels are not strictly laid up is just nit picking in my opinion.

Maybe the answer is to vet more carefully those new members who join the site, not to discourage members from sharing info.

Phil

Wallenius Wilhelmsen have started laying up vessels in Norway. It's a popular country for vessel lay-ups due to the protection of the fjords, and the low water temperature which limits marine growth.

Toba and Tapiola arrived this week, and at least three more are on their way:

Hi FWE

The K Line vessels are not strictly laid up, The reason for Eastern, Western and Southern Highways sitting idle at the Nab Anchorages is that K-Line are about to cease their North Atlantic Shuttle Service on which these vessels were employed. Southern Highway completed her final rotation
and Western Highway makes the final rotation for now of this service, beginning Bremerhaven 24th March, calling Southampton 27th March and finishing back in Bremerhaven on 22nd April.

Info. gleaned from Solent Waters website shipping news.

Autoprogress sailed for Le Havre at 17:44hrs 12 March after calls at 105 and 31 berths.

No news on Autoprestige, but imagine she'll take a berth in the Fal this week.

Pietari Cliff, now TIBOR, she's been sold for further trading. Pietari Glory (today renamed GLORY) and Pietari Bright are both about to take their last voyages after being sold for scrap. Again due to go this week or next. Britannia Bulk vessels Challenger II and Adventure II have been sold for further trading and renamed Challen and Advent.

These will all clear out in the next couple of weeks, allowing for another batch (I HOPE!)

Under the SOLAS Revision of 2004 Chapter V Paragraph 10 AIS should "always be in operation when ships are at anchor" . It is unclear why we are sometimes seeing intermittent or no signals from some ships that are idle at anchor. Any ideas on this ?

HI all

At the moment there is a fine accumulation of tankers at the Nab Anchorage, off the Isle of Wight.

It seems that a couple of crude oil tankers that have discharged at EMT Fawley in the past week are now laying up there -  these are Thornbury and Eagle Otome, presumably awaiting orders for their next fill  -  also there is Marida Magnolia a smaller chemical tanker which left EMT on 30th March which may simply be waiting for a return load and we have Seamullet which arrived on 31 March, but has not yet appeared on the Soton VTS list as being due at EMT.

Given that there are 12 numbered anchorages at the Nab, with 3 car carriers that are still there, we currently have 13 vessels at the Nab Anchorage.

Together with the report from the Nab Anchorage seems a steady accumulation of tankers on the south coast as Lyme Bay now has the oil tankers  FRONT SCILLA IMO 9172856 , DONAX IMO 9215050 , DARAB IMO 9218492, ONDINA IMO 9248485,  KRONVIKEN IMO 9321677, SEAHERITAGE IMO 9299599 , TORM HELENE  IMO 9143532,  MORNING EXPRESS IMO 9208095, and the OBO ALKMAN IMO 8106771 but it is unclear without a visual report which are laden and being used for storage or which are unladen and so idle.

Of the 10 oil tankers anchored just outside Tor Bay only one is in ballast, the other 9 are all fully loaded. The Morning Express has been here the longest, arriving from Singapore on the 27th January with 90,000 tonnes of Aviation Jet Fuel; she has been here ever since apart from a trip to Falmouth for bunkers a couple of weeks ago. The two latest arrivals were the Seaheritage and Kronviken which both loaded at the Phillips Jetties in Teesport (North Sea Crude?) before proceeding to Falmouth for bunkers, finally arriving in Lyme Bay late last Thursday night. The other 6 loaded tankers, which arrived at various times during February and March are the Darab, Donax, Torinia, Torm Helene, Front Scilla and the (OBO) Alkman. Some are storing Crude, and some Oil Products

Crane barge OCEANTEAM INSTALLER and tug BALOE arrived at anchorage in River Blackwater in Essex for lay-by yesterday and was the first vessel to enter the anchorage for lay-by since the Radio Caroline ship ROSS REVENGE departed in August 1995. This hopefully sets a precedent for further use of the anchorage which was previously used for lay-by and lay-up  of ships up to about 200 metres ( See http://www.merseamuseum.org.uk/mmshipping.php )

Certainly some of the ships on FWE's list are laid up, but several appear to be awaiting orders, or are engaged in storage operations.

The inactivity surrounding the Coastal Bulk fleet can be explained by this article http://www.lloydslist.com/ll/news/coastal-bulk-ceases-trading/20017602607.htm

Although I have to query the description of 'bulk carrier' for them! For their size, that would embrace 99.9% of all coasters.

The United States Military Command Ro Ro/Container Ship
'USNS 2nd LT JOHN.P.BOBO' arrived and anchored for which I presume is a recreational stay of some period as Several Garbage skips were taken out to her this morning by Pilot Launch. (These ships of the MPS SQUADRON ONE Call from time to time for this purpose)

NYK SIRIUS Arrived empty of boxes yesterday from Southampton and anchored in the 'Box' for which I presume will be a lengthy stay.

Box vessel  'SEALAND PERFORMANCE' Has left the  Deep Water Anchorage this morning, boarded the local Pilot and now looks as though she will be re anchoring within the Torbay Inner Anchorage at Alpha or Bravo....so good opportunities for any photographers.

It looks like another C.-P. Offen containership is due to lay up in the River Fal tomorrow. SAN FRANCISCO is due at 13.00 according to the Falmouth Port website and, as I'm staying in Falmouth this week, I'm hoping to be in prime position.
Two containerships that have been lying idle in the bay for the past couple of weeks are due to sail away tomorrow. FRITZ REUTER and E.R. COPENHAGEN are expected to sail for "sea", whilst long-term anchorage resident METHANIA does not appear to be going anywhere soon.

Falmouth website has a habit of giving a leaving time, even if they ain't going, so wouldn't expect the two containerships to disappear anytime soon.

San Francisco has just completed a charter with Zim, and has discharged in Amsterdam before coming to Falmouth - Can't wait to see your pictures!! I'll be running down in a few weeks to get her.

With San Francisco there, that'll make four Claus-Peter Offen container vessels there! (Santa Giovanna, Guiliana and Guilietta the others already there) - I'd never would have imagined that.

Hope the weather's better for you tomorrow in Falmouth!

You were right Krispen, FRITZ REUTER and E.R. COPENHAGEN haven't gone anywhere and still awating orders in Falmouth Bay. Spent a couple of hours at Smuggler's Cottage, Tolverne, wiating for SAN FRANCISCO to arrive at the Fal layup moorings, but she still hadn't arrived by 2.30 pm and assumed she was delayed. Had other things to do, so left, but got back to the apartment in Falmouth to discover on AIS that she was up there. We must have missed her by minutes  :-x  Typical. Still, got photos of the other ships which I will post up in due course.

NYK SIRIUS left Tor Bay at 1700 on Tuesday after a 7 week stay. She was alongside in Le Havre for less than 7 hours and left there Wednesday evening for Antwerp. This leaves just the ALKMAN and NYK Olympus in Lyme Bay.

Does anyone know what the TORINIA is up to?  Having been at Southwold Anchorage for barely 36 hours last week, she sailed again giving North America as her destination. The next day she anchored again in her favourite position east of Start Point and she remained there until this morning (Wed 10th June) when she came back up to Brixham and anchored near the ALKMAN. This evening she sailed for Falmouth, presumably for bunkers, although her AIS was still showing North America as her destination. The Falmouth Port web site is giving Lyme Bay as her destination when she leaves there on Thursday evening

Hi I'm new to the site and was really interested in this post because I am looking to do some filming aboard a laid up ship.  Might any of you be able to help with contacts with the shipping industry or any of the ships that you mention?  I have been contacting shipping companies directly, but because they are massive multi-billion companies, they're not particularly interested in helping with something small scale!

The filming would be for a documentary for TLC Discovery and we would want to film some drama reconstruction of how the crew of a container ship managed to prevent pirates talking control of their ship.

Seperately, we'd also like to film aboard a container ship on a journey within Europe.

Any thoughts, suggestions of laid up ships and contacts much appreciated.

Thanks so much

Kress,

Rather than going to shipping companies, you should try to contact owners or managing companies. As you may be aware most major shipping companies do not own vessels - they are chartering from other companies. Does not make sense but that is the way it works
Title: Re: Laid Up Ships

Kress100,

I suggest first contacting a port authority where ships are laid up. For instance, Falmouth has at least 4 containerships laid up at the moment. You should be able to find a contact point on the Falmouth Port website. You would almost certainly need permission from the ships owner to film on their property, but I reckon that the Port Authority is a good starting point to get the ball rolling.

At this time (09:10 Sunday) she is south of Berry Head making a gentle 13 knots.
The others are showing various ETA, the latest of which is the Beaumont 25 Jun 10:00

According to AIS all four together now.

The E.R. Elsfleth has sailed for Maersk again, waiting E.R. Wilhelmshaven at Weser (Bremerhaven) anchorage will join Maersk's Scanmed service this week, replacing the E.R. Elsfleth. Maersk Newark redelivered to E.R. and as far as I know outside Falmouth now.

I bet the first 2 have moved just to make space for another couple.
It was becoming the K Line anchorage.
Oh, and don't forget the poor Tagus, still blocking the river on the Afterbarn Buoy.
And the Tokyo Car & Triumph which seem to have grafted themselves on to the cruise terminal!

This may sound a stupid question but i always wondered do they keep the full crews on board these lay up vessels. Plus what do they do with all the spare time while on board.
In Southampton where i live there is about 5 ships laid up. 4 car carrier and a gas ship margerat hill although she had been sold for scrap but detained by the enviorment group.
Title: Re: Laid Up Ships
Post by: polsteam on August 27, 2009, 05:52:11 AM
basically two types of lay-up are used:
- cold lay-up for longer periods
- stand by lay-up for shorter periods

even in stand-by lay-up the crew is sometimes reduced to various extend - sometimes significantly (but with possibility to call the crew relatively quickly to board the vessel)
in cold lay-up probably security and / or fire guards are only left onboard
however in cold lay-up ships are often being repaired by mobile gangs of fitters, welders, mechanics, electricians, etc. or by crew members, so - in such cases - the number of manpower onboard will not be significantly or will not be reduced at all... however it will be mostly not the crew, but fitters...

example of cold lay-up case:

Tramp owners share of the worlds idle boxships has further increased
in the last weeks of September, as lines reduce capacity and hand back
chartered vessels to their owners, according to the latest Alphaliner
figures.

This is the first time since records began in October 2008 that tramp
owners have a larger share of the total idle fleet than carriers.

The number of idle ships belonging to non-operating owners now stands
at 379 ships with a combined capacity of 654,000 teu, the highest
level recorded to date, Alphaliner said. The number of
carrier-controlled idle vessels stands at 169 with a total capacity of
643,000 teu. Carriers have redelivered a high number of smaller ships,
which are expected to have difficulty finding new employment.

The total number of idle ships reached 548 units, or 1.3m teu,
representing 10% of the total world container fleet capacity,
Alphaliner said.

The Maersk Baltimore, Maersk Bentonville, Maersk Beaumont, Sea-Land Performance will get accompany by one of her sisters somewhere at the end of this month, it will be the Maersk Brooklyn. She will call Bremerhaven, Rotterdam and Felixstowe prior being laid up in Loch Striven, Scotland. (All as a so-called Cold Lay-up)

Title: Re: Laid Up Ships
Post by: Michael van der Meer on October 04, 2009, 03:29:49 PM
It's just a case of 'supply and demand'. As the economy is dynamic, you might see a shortage of ships (capacity) and huge 'supply' of cargo if the economy is booming again. It's hard to find the correct balance.

Companies with a huge fleet are able to make money if there is plenty of cargo, smaller companies will suffer due to lack of capacity. In a crisis like this, companies with a huge fleet will suffer as they have not sufficient cargo to fill their fleet. (or against reasonable rates)

What an extrordinary story, you would have thought that Her Majesty's Border Agency (sorry Browns Bully Boys) would have much better things to do, one wonders what they are trying to prove !!! There is one of their cutters that is about the southern north sea, dover strait area that has CUSTOMS painted on the side but they are plainly too busy to repaint it because it has what appears to be a sheet hangng over each side with the words BORDER AGENCY painted on it. How naff is that !! Providing the seamen on these, mostly, tankers, are not trying to make a "quick buck" in one way or another leave them alone. Whilst they are in Lyme Bay and also the many others off of Lowestoft they are undoubtedly helping the economies of these places..

Loch Striven:

SL Performance already removed from the 'raft' and performing under water hull cleaning near Greenock, Scotland at the moment. After completion around 6/Jun she'll proceed to Panama, Balboa to load empty containers for Shanghai, whereafter the vessel will be recycled.

All other Maersk B-types (Beaumont/Brooklyn/Bentonville/Boston/Baltimore) will be re-activated next month (June 2010) and proceed one by one to Northern or Southern America to bring empty containers back to Asia. Possible bunkering in Falmouth, UK or Le Havre, France before crossing the Atlantic.

Update:

SL Performance underway to Panama, before heading for Shanghai (discharge empty containers) whereafter she will be demolished.

Maersk Boston will depart from Greenock, Scotland 18/Jun evening towards Portland, UK for bunkers. Take bunkers on 20/Jun whereafter she will proceed to Suape & Santos, Brasil to load empty containers for Ningbo, China.

M.Boston still having the UK flag, but now Asian command.

Maersk Beaumont will depart from Greenock somewhere 21/6, calling Portland or Falmouth, UK for bunkers as well before heading for Newark, USA. Loading empty equipment for Asia. Transit Panama before heading for Ningbo, China.

M.Beaumont now flying the Danish flag with Danish command as well.

Maersk Baltimore be ready around 26/6. Most probably go to Le Havre for bunkers instead of Portland. Exact schedule unknown yet.

I'm working on above reactivations as well and update the Maersk website myself :D

Looks like failure of operator/manager Stieglis Shipbrokers BV, Harlingen, as the other two sisters - HEAT ex-HEATHER C and IRJ ex-MIRJAN C - are apparently laid up in Rotterdam.  Stieglis Shipbrokers was being sold last year by parent Stieglis Beheer BV, which had gone into bankruptcy.  But have not seen anything of new owners.
