Transport Canada says the Orlova is 50 nautical miles offshore of the island and is drifting towards open seas.

So I guess if she's adrift and abandoned on the high seas she becomes fair game for anyone that happens by. Is that true?
But then again, who would want her? Scrap value only i guess. But is she fair game now? What do the rules say? ;D

If the battery or gas lights put onboard for the tow are extinguished then the vessel is a serious hazard to navigation. Somebody has to take responsibility here pretty quickly otherwise things could go seriously wrong with potentially tragic consequences. Then heads will roll...

The Transportation Safety Board (TSB) is sending a team to St. John's to investigate the never-ending saga of the derelict cruise ship Lyubov Orlova.
Specifically, the TSB will investigate how the rusting vessel broke free from a tugboat on Jan. 23 and went adrift in the North Atlantic.
On Wednesday, Husky Energy had to send the offshore supply ship Atlantic Hawk to tow the Orlova away from oil installations. The vessels are still travelling north in the direction of prevailing wind and weather.

Meanwhile, Transport Canada has commissioned the Maersk Challenger to take over the tow from the Atlantic Hawk.
There's still no word on where the Orlova will end up, but the St. John's Port Authority has issued a warning, telling Transport Canada it will not allow the ship to berth at any of its facilities.
"It's an environmental risk to the port, the environment in general, our other vessel users that are in the port," said Sean Hanrahan, the president and CEO of the port authority.
"Secondly of all, an operational nigthmare. We can't operate a port around a vessel of such size when we've got such demand for our berthage. And third of all is the financial aspect of it all. Nobody's paying the bills, and we simply can't take on that loss all over again."
Hanrahan said the bill for the 2.5 years the Orlova spent tied up at the St. John's waterfront is about $200,000.
He added that the port authority would like the owner of the Orlova to reconnect a tug boat to the ship and continue to tow it to the Dominican Republic, where it will be scrapped.

Transport Canada says it will not pursue the drifting Lyubov Orlova since the ship has officially entered international waters.
A spokesperson said that the Orlova is no longer a threat to the safety of offshore oil platforms, its personnel, or the marine environment.
It is unlikely that the vessel will re-enter Canadian waters, given the current patterns and predominant winds.
According to Transport Canada, the vessel is located approximately 250 nautical miles east of St. John

Why should TRANSPORT CANADA be responsible for LYUBOV ORLOVA? Why should the taxpayers of canada be responsible for a ship that is owned & neglected by some foreigner out to make a quick buck?

All things considered, it seems like a very negligent thing for a first world government agency, whose mandate is safety, to allow to happen.

It is time all countries put a stop to these old tugs, not fit to be at sea towing these old ships to the scrap yard and when something happens they walk away.Case in point the MV Miner which is still high and dry on Scatari Island in Nova Scotia. Example 2 the tug Craig Trans currently sitting in Halifax.I don't think she is fit to do anything let alone tow another retired lake boat. I would say that is the very reason Transport Canada is taking this course of action.I can't say I blame them. It is high time the owners take responsibility for their property!!

I would like to hope they are taking precautions to safeguard shipping.I think the Govt of Canada is trying to get the owners to take responsibility for their property.It should not be left to the Governments of this world to pick up the mess afterwards.It retrospect the Charlene Hunt should never have been given the clearance to depart.

Orlova owner hopes to retrieve drifting vessel

The owner of the derelict and drifting cruise ship Lyubov Orlova said he knew it was a bad idea to attempt to move the ship from St. John's harbour almost two weeks ago.
Reza Shoeybi said he feared the courts might seize the Orlova before he had a chance to move it.
"We had to take a chance and get it out of here, because a lot of people didn't like to have it here," said Shoeybi. "And basically, it was either take it out of here or lose the ship."
Shoeybi is staying in St. John's aboard the tug boat Charlene Hunt, which failed to tow the Orlova to a scrap dealer in the Dominican Republic.
The Hunt managed to haul the Orlova out of the harbour on Jan. 23. A day later, the line between the tug and the Orlova snapped southeast of St. John's.
Shoeybi said Transport Canada has told him that he can't use the Charlene Hunt to retrieve the Orlova, so he hopes to find another vessel to catch up with it and bring it to the Dominican.
In international waters
Meanwhile, after another failed attempt to tow the vessel, Transport Canada has decided to leave the ship adrift in international waters.
The federal agency hired a vessel to tow the Orlova, but the line between the ships snapped on Friday, 20 minutes after the tow line was connected.
There were seven-metre-high waves and 140 kilometre-an-hour winds at the time.
Officials decided it was too dangerous to try to re-attach the line to the former Russian cruise ship in those high seas.
After the Orlova broke free of the Hunt on Jan. 24, it was picked up by the Atlantic Hawk, an oil industry supply vessel, on Jan. 30.
The Orlova was then transferred to the supply vessel hired by Transport Canada on Feb. 1.
Tracking device
The agency said there is a tracking device aboard the Orlova, and the ship was last reported to be drifting in a north-easterly direction.
Meanwhile, Transportation Safety Board officials have arrived in Newfoundland to investigate how the Orlova originally ended up adrift.

So, the Canadian Government finds it acceptable to turn their back on a private operator who find themselves in circumstances beyond their control, but if the Government are the operator than it is acceptable to dedicate enormous publicly funded resources to respond? I recognize the circumstances here, but I think there is more to this than this incident. Anyway, this turned out to be a great forum subject which I think has provided a positive environment for participation and an exchange of opinion and it has spurred some other valuable forums on the same subject.

my guess is that if she survives the elements long enough, whichever country she gets too close to first will end up declaring her a hazard to navigation, then scuttle her for target practice.

Could anybody that happens by this ship hook on, tow it to shore and file a claim? Or has the law changed? After it is abandoned and derelict.

Re: Robert J. Smith's post: The map attached showing where the Ship set out for Puerto Rico is wrong. It shows her leaving the coast of Labrador, not St. Johns. St. Johns is on the Island of Newfoundland down in the south east corner, not on the mainland where the starting point is posted.
I guess whoever posted the map with the arrows just doesn't know Canadian Geography!

This story is drifting as far as the Orlova. Here is a comment on the piece which was posted in the Weekend Telegram by a reader who brings the facts back to reality: Duffy - February 23, 2013 at 16:47:08 "The location of the dead cruise ship has been a mystery since it drifted into international waters earlier this month." It should read "Since Canadian Officials set it adrift in International waters".

Is the ship abandoned (I know there is no one on board) but is she actually owned by anyone now, the ship breaker or her former owner/operator?
Could someone, for example, go aboard her and claim her as their own, repair her and put her back into service?

Whilst notionally still owned by the company who bought her (unless she was in fact insured
and they have been paid out for a total loss which seems unlikely) she almost certainly has a
negative value as the cost of removing asbestos and other pollutants will exceed her scrap
value outside of somewhere like the Domrep. The latest reports that a beacon has been activated
suggests she may have sunk.

Orlova's emergency beacon activated

An emergency beacon registered to the MV Lyubov Orlova has gone off, according to an official with the Joint Rescue Coordination Centre in Halifax.
Capt. Wayne Jarvis says the beacon first started off going off this morning at 12:49 a.m. Emergency beacons can be activated manually or automatically by either being knocked or hitting the water. The beacon is registered to the MV Lyubov Orlova but whether that means it

It was drifting towards Ireland.
Now it isn't.
A satellite had located the ship in February but after the EPIRB signal was received, another satellite fly by showed no sign of the ship.
I think we can assume it has sunk.

FURTHER UPDATE!!!
While going through different websites regarding Lyubov Orlova I discovered some sad news.According to the Irish Coastgaurd on March 1st MV Lyubov Orlova's emergency beacon was activated not long bofore 1 o clock that morning 700 miles south-west of Kerry (still International waters).She can no longer be found.It is believed she has sunk.A Twitter account affixed to Lyubov Orlova says "Lots of new lobster friends here, is dark and nice place for long sleep. Goodnight leetle friends, Orlova out."If this is so R.I.P Lyubov Orlov. Will someone attempt to discover her? No one knows.

An emergency beacon activated on the Lyubov Orlova indicates the derelict vessel is about 1,100 kilometres from St. John's. The former Russian cruise ship has been drifting in the North Atlantic for more than a month after it broke loose of a tug just outside the Narrows, on its way to the Dominican Republic to be scrapped.
A DFO spokesperson says the emergency position indicating rescue beacon, or EPIRB, which activates when it touches salt water, turned on yesterday morning. She could not say whether the empty ship was still afloat.

a bit of trivia here for those of you in Canada on W network Undercover Boss Canada show watch the episode for Orkin and when hes in St John's you will see this ship tied up at the dock. There are a few shots of her and more than likely the last you will see of her

Just a hypothetical ? Could another vessel, possibly untracked, come upon her and boarded her? Were the Engines operational when she was towed out to sea? Possibly re-started? or towed away? Rough seas would make it dangerous, but Possible?

I think it's possible. Not very likely, but possible. But considering there's probably quite a few rats onboard, would anyone want to board her.
But you raise an interesting (at least to me) question: if her engines were operational why tow her in the first place?

Even if her engines were operational, she would need a crew, including officers, deckhands and engine room to operate. A tug has a much smaller crew.
Also the ship had been laid up a long time and was out of class-no certificates, etc., so she would not be allowed to leave port on her own without considerable expense.
She is a large piece of industrial waste, and not worth much to anyone except the scrap dealer. Why risk life to save her?

she has been boarded by modern pirates. They are currently hiding the ship in their hideout in the Seychelles. After they have equipped her with modern weaponry, they are going to haunt the seven seas, highjacking cruiseships and container vessels. Captain is busy growing a black beard right this minute.
