Shipping News and information / Cumbrian Fisher at Portsmouth

I see by a notice posted (link added below for the QHM notice) by the Queen's Harbourmaster at Portsmouth that the tanker Cumbrian Fisher will be berthed at the oil fuel jetty at Gosport for the remainder of 2013. I know that she is on charter to the M.O.D. as she did a fuel run to the Falkland Islands a while back, can anyone confirm why the long lay-up at Portsmouth.
