Very troubling, but not really surprising. Upper Lakes is no longer a big company, and is happy with its yard in Port Weller to do repairs and refits. It has already gone broke once building ships for foreign owners.
In this equation - what is  SNC Lavalin's interest? They are more noted for defense related work, but if they want to make something of this yard it will be difficult.
Where is Daewoo? They were considered to be a partner too, but it is obvious they were only interested in the military work.
As I said in a previous post, there is some good work to come if it is well organized. The Coast Guard's icebreakers, the Quebec ferries, and refits, etc.,
It is too bad that the National Shipbuilding Strategy did not go further. It should have had the rejuvenation of Canada's shipbuilding industry as its motivation, not just to ensure the survival of two yards.
