DUBAI STAR : Interdiction of departure by the authorities

The tanker DUBAI STAR was about to leave Quebec City this morning (2011-12-30) but at the last minute was denied departure by Transport Canada. The tug was in position but was called off at the last minute.

Any more information would be appreciated.

Ship was granted permission to depart Quebec City. It is now on its way to Montreal.
