It seems that the dismantling of the KATHRYN SPIRIT near Beauharnois is upsetting the citizens of the area.

Is it still a ship with owner and insurance for third parties and environment?
Or a wreck in the hand of a government officer that has to make all the decisions and sue at large afterwards? Ones might consider the resulting government invoices for the Irving Whale!

I think there are regulations covering all of those situations. But likely somebody somewhere wants to save money by taking chances. That is according to local watchdogs.

Shipyards are I suggest already heavily polluted sites and they have all the equipment. Also they are frequently calling upon specialized environmental subcontractors.

Similar story that happened with the Alcor in the 90's, beeing dismanteled in Sorel-Tracy.  They then decided to finish the dismanteling at the old facilities of the Marine industies limited ship yard in the richelieu river. That could be a good spot to completed the scraping of the Kathryn spirit. It was laid up there for one year before being towed to Beauharnois.

So I think the owner is liable, and there is still a  Canadian registration as a ship with a certificate  till 2014 for this hull.
