Dredger OPALE

Does anyone know the owner/operator of the dredger OPALE when under the French flag, IMO 8613047?
When seen in Boulogne in 1992 her funnel colours included the letters DP.

She has been operating as the Dutch flagged RIO since 2004.

I think "D-P" indicates Groupement d'Interet Economique Dragages-Ports. Lloyds Confidential Index September 1993 shows around 15 dredgers/hopper barges under its ownership.
