Jones Act (was Emma Maersk)

I noticed in the discussion on the Emma Maersk that she'll have a crew of only 13. Rather remarkable considering the size of her. That got me thinking about US crewing requirements and how they would compare. Any ideas what size crew she'd have with a US flag? And while on the topic - what drives US crewing limits for different types of vessels (like tugs versus ships) - are they specified in the Jones Act? Thanks.
