I suspect it is SIMOON,  9274525. Recently renamed from Nordic Rio, and probably shot here during the transfer.

I will agree with Pieter on the identity of this shuttle tanker, it is the SIMOON ex NORDIC RIO the superstructure fits the photographs of the NORDIC RIO to this one.
