In the past there have been many comments re copyright on this site. An e-petition was sent to the British Government on this issue and because over 10,000 signatures to the petition "Stop Legalised Theft of Copyright" were received the Govt. has responded. You can read the petition and the Govt. response @ http://epetitions.direct.gov.uk/petitions/49422 . Note you can still add your name to the petition and if 100,000 signatures (UK) are obtained then its possible for debate.

Is this petition only open to UK residents or can EU citizens also sign up ?

You have to be a British citizen or normally live in Britain. I did put UK in the original submission (to keep it simple) but should have put British/ living in Britain as you have to give email address and home address.  http://epetitions.direct.gov.uk/terms-and-conditions
