Ecoterra Intl published update on situation in Somali basin and recent developments. This update cleared two riddles. In Notices to Mariners dated Oct 28 we found, that pirates highjacked three vessels on October 28:
GULF OF ADEN
VESSEL REPORTED HIJACKED. LAST KNOWN POSITION
12-08N 054-25E AT 281156Z OCT.   
SEYCHELLES
TWO F/V HIJACKED VICINITY DENIS ISLAND (03-48S 055-40E)
AT 282011Z OCT.
Now Ecoterra Intl explains, that highjack in GoA was dhow related:

A motorized Dhow was seized on October 28, 2010 at 11h56 UTC (14h56 local time) in position 12:08N

Long, but very interesting article! The answer to your question could be very much shorter:
The Arabian/African world in fact is living in time Europeans lived in let say 1600. Growing up normaly is a matter of time, but the problem is European handlers send those uncivilised persons guns and bullets in stead of spears. They can shoot ships with Russian rockets. How can???
The only answer is: let us kill our own Maffia, before they kill us!
And those Pirates? Every ship must have minimum 4 guns to shoot pirates. Every dead one is one less! Not taken hostage, no shoot them before they shoot you! They don't want a law. Fine. We don't use a law. That is the only way to save our own lives against our own criminals. Because there it started!
