bolivar roads

does anyone know anything about a place called bolivar roads? it's in texas near galveston along the ship channel. i'm not sure what bolivar roads is used for so i'd like a little more info about it. on a sidenote, according to the coast guard's cleard to enter list for houston & galveston (includes texas city and freeport) a greek vlcc supertanker arion is going to be at bolivar roads this evening and leave
at noon on this coming tuesday (feb 16th).  if you know anything about bolivar
roads please let me know cause i know very little about it. thank you.

Bolivar Roads is at the entrance of the Houston Ship Channel, between Bolivar Island and Galveston Island.
It is also used for anchorage for vessels with draft up to 34 feet. But limited space.
