It just might be possible quickly reactivate the Canadian Arctic supply fleet. Those ships that just now are for a part in winter lay-up are also equipped with small tugs and barges that are used to beach in remote communities!
Some people comments mention military helicopters but they lack heavy cargo capacity and cost more than their weight in precious fuel.

Maybe the american military machine should some of all that money they borrowed from the chinese to good use and deploy their LCACs as cargo and general emergency aid transporters! They'll be perfect for the job as they need no port to "land". And they'll do 40+ kn and will easily carry 60-70 tonnes of goods - and far more if they pull some of the armor and weapons off them! Then pull out a few of the Navy's LHA pocket hangar ships as transport vessels! Those are built for LCACs and can be used both as cargo transport and transit-hub for aid-workers who can't get in due to lack of air traffic control!

Now if mr. Obama would get that idea, then he might still prove that he deserves that Nobel prize!
