Increased Security at Port of Quebec City?

Not sure if this is a new policy, an overzealous rookie rent-a-cop or a slow day, but I saw the port rent-a-cops that patrol the fenced and non-fenced port zones and the touristic old port driving their truck among the pedestrian and bicycle traffic on the quays and stop old port tourists from taking pictures. I don't know what's going on, but IHMO they are pushing a bit too heavy (especially when one can go a few miles away or across the river and see the same things without being in their jurisdiction).

Since there will not be any cruising ships in Quebec City this summer, maybe the "security" needs something to do, "protecting" whatever is there against the agression of not so many picture taking tourists or locals?
