I'd say "Forward Ballast".

Hi matt,

Looking at it's position I'd say it denotes the separation between "forward ballast tank" (FB) and number 1 tank or space. The line between is showing where the bulkhead runs thwartships.

If you go to the Capital Shipmanagement website you can download a layout plan of the tanker in question. it will show you that these show the separation between the forepeak tank and No.1 ballast tank (stbd).
