Free register on internet for inland vessels?

Why is there no free to use register about (European) inland vessels to be found on the internet. Compared to sea going vessels with Equasis etc, the inland section is very difficult to find.
There is the register of Dutch "De Binnenvaart", but that is maintained by volunteers that only register information that other volunteers provide.
There is the IVR register, but although the Internationale Vereniging Rijnschepenregister is semi-govermental, it is closed for non-members.
In detail I am looking for the owner of the river cruiseship DE AMSTERDAM, eni 05113920, ex LALE ANDERSEN, homeport Oberwesel in Germany.
So far I only found one company at Oberwesel: Aquatel Reederei (mr Klaus Sahr), but their fleet is nowhere mentioned.

Go straight ahead to Binnenschiffahrt-Online, a German website with information on some inland vessels, including photos and technical details. You can search by name or ENI.

The absence of a freely accessible register for European inland vessels online poses challenges. Existing resources like "De Binnenvaart" and IVR register are limited or closed. Seeking ownership details remains difficult.

Nothing definitive, but owner seems to have been Premicon AG, Bremen (the then owners of Viking Cruises), but I think that they went into liquidation in 2021
Aquatel seems quite possible - they have certainly been involved with Rhine cruise ships before.

CruiseMapper gives the operator as Rad Schiff Reisen, that specialise in "bicycle cruises" - aka Boatbiketours (currently weekly departures in season on a South Holland route)
