Tanker Alice splits in two near Tema, Ghana

According Ghana web tanker Alice spilts in two near Tema. see:

This looks an old European inland tanker to me.
I know some old inland vessels sold to Nigeria and Ghana in the past.
According Dutch rules they are not allowed to go to sea.

Does some one recognise this vessel? Is it really an inland vessel?

All looks very suspicious.
Probably this one:

But I don't think that "684" MMSI numbers have been allocated to any country, and although J5 call-signs belong to Guilnea-Bissau "J524" are not in the usual format.

Ghana press claims ship is Bahamas flag, though that may not be genuine either.
