So they fixed the generator? and got the crew documents in order it sounds like. I wonder what was wrong with the inoperative generator?

It's not easy to comment without all the facts, but sometimes ships get detained for trivial reasons (like not giving the customary carton of cigarettes to the necessary people), and sometimes very "detainable" deficiencies go unnoticed (I've seen a vessel detained because the PSC officer didn't like the color of the lifeboat window, but didn't notice that the vessel had invalid Safety Construction certificate). Once I had a chief engineer begging me to detain the vessel, as he "didn't want to die!" (he mistook me for a PSC officer).

Anyway, ship detentions happen, and I don't consider them newsworthy material. :)
