Vessel was running 12 knots is fog.
If I remember well this ships full maneuvering speed was 14 knots.
Some ships have a minimum maneuvering speed of 10 knots.

Questions stays what is a safe speed in fog ??

Obviously the safety speed in fog or reduced visibility is a controversial opinion specially when some accidents happen. Normally it is to consider the minimum speed which ensures the best steering of the ship and allows the same to be stopped in the less space possible.
