From the article the ships will be transporting "100% high quality North American lightcrude" whereas the environmentalist argument against reversing the Enbridge 9B pipeline is that it would be transporting bitumen from Alberta?
This seems to give the refinery in Levis an advantage over Irving in St. John, NB. (Right now we have fairly regular shipments of gasoline from St. John coming to Montreal section 74.) Hopefully it will result in savings at the gas pump and Quebecers and Albertans will have more in common because they will have the same fuel source.
