Thats what reported in February's Ships Monthly, they are also moving to an out of city berth in Belfast as well, sometime during 2007.

see cairnryanportdevelopment.co.uk for confirmstion re this. This development is a long running saga which began many years ago when Stena line made a huge tactical error when they moved from the port of Larne to Belfast.Larne is clear to the north channel wheras from Belfast the High speed HSS
must travel at slow speed up the lough and this exercise is repeated at the other end in lough Ryan up to Stranraer. The journey time is nearly 2 hours only marginally faster than conventional cargo vessels from Larne to Cairnryan. This development together with moving seawards from  Belfast will speed up the crossing time.
Another site is larneferryweb.com which is a really excellent place with regard to north channel ferries and especially the port of Larne
