If anyone has authoritative, definitive knowledge in this matter - I would much appreciate an explanation / clarification of the matter described below:

I am interested whether I can register a ship with a name containing
special characters. Are special characters of native languages allowed
or not under flag registries?...

Or maybe not flag registries, but some other institution imposes any rules?...

I do NOT mean languages and alphabets other than latin ones (Russian,
Arab, Chinese, Korean, Japanese, Indian, etc.)

I am interested to learn, if it is possible to register a vessel under
any flag with a name that is written in Latin alphabet but other than English - with some special characters.
For example:
If I would like to register a ship under a name ŚWINOUJŚCIE - is it possible ?...
Or the enforced (only allowed) is SWINOUJSCIE ?...
Is it possible to register ZIEMIA GÓRNOŚLĄSKA or it is only allowed to register a ship as ZIEMIA GORNOSLASKA ?...

Further to the above:  if it is possible to record a ship in any flag registry under "normal characters only" (SWINOUJSCIE), can  shipowner (is he allowed to) still write special characters on the ship's side (ŚWINOUJŚCIE) ?...

And the last question:  is the matter of using special (native) characters of various languages regulated only by flag registry administration of particular flag or there are some international, "universal" rules (from IMO or someone else) ?...

So far as I know, there is no universal rule about this.  Each registration (flag) authority will have its own practice, but I would be amazed if a ship could not be registered using the correct national language.  It might be that the national "marking" regulations would require the "simple latin" alphabet.  However if you want ot register in Poland, you have to ask the Polish maritime authorities.

In the UK the regulation reads "Every application to the Registrar to approve a name shall specify a name which is in Roman letters; any numerals shall be in Roman or European numerals."  It is not clear though whether that includes the variants (eg as below) - I would think that it probably does.  Certainly in the past, British ships have been registered with such letters.

This should not be confused with what is printed in registers or entered in databases, where additional letters (like Æ, Ø) or accented letters (like É, Ç, Ü) are sometimes eliminated.
