This is hardly newsworthy amongst importers and exporters as we have been stung for years by surcharges. As calls for transparency grow, the lines back allowances out of freight rates for various "taxes" and they end up standing alone, we've had up to 10 different items on an invoice from a well known French line. And if you need to amend anything after the shipment initiated, god help you as are stung again, but freight rates are down so lines recover everything. This event may be a bit on the high side but only a a hundred or two based on averages that are applied by various ports.
Its like many items on the market, the standard price might be low or on special, but as soon as you need an extra or have an issue costs out of proportion to the original price get added.
With VGM I can see how the shipping line would not accept a quick amendment by a push of the button, especially if container is delivered just before the ship starts loaidng or the ship is planned.
Judging by your handle "MSC" they are one of the most fastidious with the number of charges and the rates of, then don't get me started on detention.
